Managing user-based licenses on Flexera one

I plan to use Flexera one to manage licenses for IBM SPSS installed on Mac PCs and Windows.
SPSS license type is Authorized User License. This license consumes only one license for one user, even if the application is installed on multiple devices.

When managing User base License, do users need to be managed in Active Directory?
Also, do I need to install the Inventory Agent on each Windows PC and Mac PC?

RE SPSS: There are two types of license models for SPSS which are 'Authorized' and 'Concurrent' - both of which are covered by Flexera (see below)

SPSS Authorized User licenses would be managed according to the IBM Authorized user method as described below

From what I understand, you will need to set up agents per device since it is an authorized license. (please correct me if I am wrong)
