Best Practice: PO for maintenance without SW purchase for initial purchase

Looking for advice, and thoughts:

We have instance of Purchase Orders for active software maintenance, where we do not have/cannot find a purchase order to cover the initial software purchase.

What is the best practice to create a license for these maintenance purchases and apply the corresponding software entitlements, that will ensure there is full tracking and reportability on the software purchase entitlement additions.

Any feedback is appreciated.

In those cases we cant find the initial purchase, we then create a dummy software purchase with the same volume as the maintenance.
Good to have a standard naming convention that helps you sort out dummies.

Ex maintenance po no: PO1234 software maintenance
Create a PO1234-Dummy for software
