It is clearly mentioned in the help page for 'lmdown' that[-vendor vendor_daemon] Shut down only this vendor daemon;
lmgrd continues running.
This KB is to reiterate that the below commands also will not be able to shutdown the entire server:
-c counted.lic -vendor <vendor_name>
-c counted.lic -vendor <vendor_name> -force
Only the vendor daemon in question will shut down.
