This is caused by an incorrect 'Publisher.xml' within the <ops_install_dir>\site\bin.Resolution
Compare the 'Publisher.xml' in the <ops_install_dir>\site\bin to the one in the FlexNet Publisher toolkit. If it's different, then copy and replace with the one used in the toolkit, then stop/restart the FlexNet Operations server.
