Error while activating license

After updating Flexera libraries to 11.17.2 and try to activate license using following service we are getting below ERROR
 
https://teradici.flexnetoperations.com/control/trdi/ActivationService -entitlementID BE91-CA07-FE3D-BCA6 ""
Detail output:
Generating activation request using:
Entitlement ID = BE91-CA07-FE3D-BCA6
Expiration = default (server fulfillment expiration)
Status: 4, Creating request
ERROR: flxActAppActivationSend - (0,0,0)
 
Please let us know for what scenario we may get this error.
