What table in the Compliance Database shows if an agent is installed on a device?

The FlexNet Manager Agent would show up as a recognized software application installed on the device. For example, the software title of "FlexNet Inventory Agent 2019 R1" indicates that this inventory device has the 2019 R1 agent installed.
You could create a Custom Report from the "Installations" object with a filter on the application name of Begins With "FlexNet Inventory Agent", and that should give you the devices that have the agent installed on them, by version.

Regarding your original question, the table "DiscoveredDevice_MT" has a column "IsManaged" which indicates whether a FNMS agent is installed or not. "ComputerID" should allow you to join with "ComplianceComputer" ("ComplianceComputerID").
