program update icon in control panel (blank)

Hello, I recently bought a new dell computer for someone, and uinstalled some of the pre-set software, everything went well (I think).

However, whenever I go into control panel I see this "program update"
icon (refer to 1.jpg) when I double click it, it loads up, but
everything is blank~! (refer to 2.jpg)

I would like to removal this program comletely, any ideas? Sometimes it pops up (refer to pic 2) randomly or appears on the task bar, so it is annoying to say the least

What caused it to be left there like that?

thanks in advance

edit: Will I have to install and uninstall it again as stated here: http://consumer.installshield.com/kb.asp?id=Q111006

edit2: Or will I have to do this:

I don't have norton wipe though, is that okay still? According to the other huge thread, there is no fix available from InstallShield (even though it's a known issue?)

Just try running the uninstaller. Download it here: http://saturn.installshield.com/isus/310/sdk/uninstallupdatemanager.exe

The uinstaller worked, thanks~!

Will that installshield icon randomly pop up again though?

Or has it been completely removed now?

The icon will not pop up, Update Manager has been uninstalled.
