Update @ 2 P.M. PST - We believe this issue is now resolved. In order to get the fix, you'll need to sign out and sign back into the community, this may require that you clear your cookies and cache. 

Some users may experience issues while trying to access the case portal. Impacted users will see a blank screen that says "You don't have access to this page."
