To grant blogger role, look up the user’s profile, scroll to the bottom, and select BlogModerator if the staffer will post more than once (and more likely has a larger role in blog ownerships), or BlogAuthor if a one-time blogger. The permissions are close to the same, but moderator has expanded editing privileges.
