This article details resolution for the Workflow Manager and AES "License is invalid" error.
Symptoms
A known valid license will show "License is invalid." in the config.exe tool when trying to activate.
Config.exe will not properly activate AES or Workflow Manager.
Cause
FIPS security option ?System Cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing.? is enabled on the Windows OS.
Resolution
Disable ?System Cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing.?

Microsoft has reversed their stance on the recommendation of having this enabled, and instead now advise against using FIPS as detailed in the following Technet Blog post.
