When do I use AdminStudio Tuner versus InstallShield?

InstallShield is used to make any modifications necessary to the base package. It is also used to create new MSI packages. Additionally, it can also be used to add more complex functionality such as custom actions via a transform. InstallShield is capable of a full suite of package creation and modification features. It can also be used for converting .msi to .msix.
Tuner can be used to create response transforms and make small modifications to a package via a transform.
