ConflictSolver error in AdminStudio 9.5

I am attempting to use the Conflict Wizard in AdminStudio 9.5
I have successfully imported an OS snapshot and a few MSIs.
Whenever I try to run the Conflict Wizard I get the following error:

Due to a 'This installation is forbidden by system policy. Contact your system administrator.
MsiOpenPackage(#1701)' error, the process failed.

The number #1701 changes each time.
The packages imported fine and can be opened from where they are on the local machine.

All of your applications must be imported into the database and reside on a network share (not the local) as I recall, unless you have everything on the local box then it may work.

I know using Conflict Solver is "best practice" but I never got anything usefull from it and stopped using it a long time ago for repackaging conflicts.
