Component Build Differences between AS 3.5 and 5.0

I am doing a side by side repackage of WinZip 8.0 on AdminStudio 3.5 and 5.0.

5.0 gave a specific registry key in "..\Software\Shortcuts" the root value of "-1" or "USER SELECTABLE"

Then in validation it generates an error (ICE57). The only other thing in the component appears to be start menu shortcuts.

AS 3.5 makes this registry key a CURRENT_USER key and does not generate ICE57.

Shouldn't the component builds done by the repackager be according to the ICE rules?

This change (to use -1 as the registry root) was made the default in AdminStudio 5 to reduce excessive auto-repairs of the shortcuts that were ocurring in AdminStudio 3.5 when the package was deployed per-user (the non-advertised shortcuts were causing auto-repair).

If you would like to override this behavior (you know your setup is for a single user only), you can set
MultiUserShortcuts=N
in options.ini to return the the previous behavior.

Is it an expected behavior that ICE57 will fail in this case then?
