Cognos license

I’ve setup a new Analytics instance however getting issues with the licensing. I have one Analytics Admin which I’m the one and that works and then disconnects again due to admin license.
When I add an Analytics User role to test it fails due to license cap. I understand we should have 250 Analytics User licenses and that seems to be the case however it still fails.

Can you confirm the product to which you are referring? I expect you may have meant to post this to the FNMS forum. I can move it for you if you'll confirm.
